i have done the st. aug. night tour 2 times and everyone carries a glow stick and u can see a blue glow stick in the guys hand.

Can you all see a glow stick in the person to the far rights hand ?(not the guy leaning on the rail). If you all can then for sure its a person.

I got photoshop last night and was able to brighten the pix up and I am now sure its a person. The face and head are still not visible but the rest is, and there is a faint glow in the left hand , the glowsticks. Suxs when you end up debunking your own evidence!
ON the other hand, if it were not for the technology today, this photo could have fooled some folks.
